I found that if you have the Apple Push certifications on one Apple ID, then try to get another set using the same ID (even after revoking the old certificates) then Support Apple Support Communities Shop the Apple Online Store (1-800-MY-APPLE), visit an Apple Retail Store, or find a reseller. I have a group called PHDUSERS.
However, especially if you have my luck, you most likely did. The Error in a pop up window says: Multiple errors occurred on the server while processing commands. no help. in any way. I have tried many solutions without success unless I reinstaled Kion and Server from scratch - what a waste of time. You need to create a brand new Apple ID (see my last post) and try to get some new Push Apple Certifications in the Server.app.
I ended up reinstalling ML and OS X Server from scratch to fix the problem and understandably it worked.

It's not the exact same issue as yourself but is similar. I almost gave up before doing this out of frustration so I'd hate to see someone else do that. I try cycling the login/logout of that user..
rebooting the client.. arghhh. The working users DO continue getting pushed anything changed in the settings of mobility. and actually use that user (as a Network user) and then logout..
